Harley explains ProCare’s evolution from a contracting entity into a co-operative, arguing that the model better reflects the organisation’s purpose of delivering benefit to members and patients rather than maximising profit. Today, ProCare supports around 160 general practices and approximately 800,000 enrolled patients across Auckland.
The conversation explores the breadth of services ProCare provides, from business support and workforce solutions for practices to direct patient services including mental health, smoking cessation and health coaching. Harley also addresses some of the sector’s most complex challenges, including health inequities, honouring Te Tiriti obligations and the growing corporatisation of general practice.

Harley shares how ProCare supported practices through rapid guidance, PPE advocacy, telehealth rollout and vaccination delivery, while also planning for community-based management of Covid cases.
